I'm just guessin'...but having pictures like this get out ain't the way to keep up on your house payments.
I engaged in behavior which was regrettable and demonstrated bad judgment. I'm 23 years old and despite the successes I've had in the pool, I acted in a youthful and inappropriate way, not in a manner people have come to expect from me. For this, I am sorry. I promise my fans and the public it will not happen again.

And who is the fucking hypocrite at the weed-smoking-party who took the picture and gave it to the media?
Dude is living the dream. I'm sure this wasn't his first time, so clearly weed hasn't affected his ability to compete.
In short - who cares, it's none of our business, Americans need to stop the hypocritical "my virgin eyes cannot believe what they are seeing OMG" fake righteous outrage.
